COTTRELLVILLE TOWNSHIP
PARKS & RECREATION COMMITTEE MEETING
MINUTES OF THE SPECIAL MEETING SCHEDULED FOR
MAY 21ST, 2007 AT 7:00 P.M.
A special meeting held on May 21st, 2007 to only discuss the Cottrellville Township Five Year
Master Plan for Recreation. It was held in the Township Hall Conference Room.
The meeting was called to order by Chairwoman Michelle Davis at 7:05 p.m. and attendance taken.
Present: Chairwoman Michelle Davis, E. Sue Terhune, Stefano Casadei, Jynil Schneider,
and Mary Agnes Simons (arrived at 7:18 p.m.)
Excused: Treasurer Vickie Perreman.
Absent: Sondra Steers, and Maureen Weller.
Audience: No One.
Chairman Michelle Davis advised that this meeting was to work on the Master Plan update for the Five
Year Plan for Cottrellville Township Recreation.
Discussion of items, page by page were gone through. Though Vickie Perreman was not able to attend,
she sent her ideas in on paper with Mary Agnes Simons. A second 30 ft by 40 ft pavilion was thought
to be something we should have in our 2008 budget year, this to be installed near the ball field.
Lights for the pavilions were also an item that would need to be added for both pavilions in the 2008
year of production. Sue Terhune advised that Don Chopp had volunteered to dig the trenches for the
underground electrical. Mary Agnes reminded Sue that the initial cost of running power off the existing
poles near the Township Hall, to a transformer in the park for this purpose was over $50,000 and that
was estimated by a DTE Planner back in 2003. It's probably more then that now. Bill Jenuwine was
the man who met with DTE when that was first discussed. Simons didn't think we were anywhere
near ready for that kind of an expense. Terhune said the Township updated the electrical at the hall
when the addition was built to accomodate this new power. Simons made the comment that additional
power was probably added to the hall as it required a larger source due to adding a second furnace and
second air-conditioner, but it was no where near what would be required to have those bright lights
for a ball field that they were talking about. Simons thought the distance from the hall transformer to
the pavilion would have to be a pretty large cable to accomodate the distance underground that you
would utilize to energize the pavilion. Terhune thought by year 2010 we may be ready for the
bigger power supply and lights for the ball field.
On Vickie Perreman's "Wish List," she included trees along the fitness trail for shade while walking,
and soccer fields.
Still to be accomplished would be the Maps from the County, and table of contents prior to publication.
Mary Agnes suggested that once things were put together, that we have the Township Consultant,
look over the booklet to verify some of the statistics, that being Montgomery and Associates, of
Port Huron, Michigan. Richard Smith is our representative helping the Planning Commission with
the Zoning Ordinance and he can look things over for us if you would like. Once it is completed,
Simons said she would ask them for a price for finalizing it for us, in a "ready to publish" or
"camera ready" condition for duplication at a printing office.
ACTION: It was moved by Chairwoman Michelle Davis, Supported by Vice-Chairwoman Mary Agnes
Simons to accept the Recreational Master Plan for Cottrellville Township as discussed
this evening. Final draft will be prepared by Sue Terhune for a last review prior to the
Public Hearing and being presented to the Township Board for Adoption.
Roll Call Vote: Davis, Aye; Simons, Aye; Terhune, Aye; Casadei, Aye; Schneider, Aye.
Perreman, Excused Absent; Steers, Absent; Weller, Absent.
5 Ayes; 1 Excused Absent; 2 Absent. Motion Carried.
Once the final draft is completed, a copy will be given to Mary Agnes Simons to get the final costs
for preparation by Montgomery & Associates, in writing. Sets will be duplicated for the Public
Hearing that will need to be held, including publication in the local paper by the Twp Clerk. We shall
have to find out if the Parks & Recreation Committee holds the Public Hearing, or if the Township
Board holds their own Public Hearing.
