MINUTES

Supervisor Raymond called the meeting to order at 7:30 p.m.
PRESENT: Trustee E. Sue Terhune, Trustee William Jenuwine, Treasurer Dian Courtney, Acting Clerk Dawn Brown, Supervisor Thomas Raymond.
ABSENT: None.
APPROVAL OF MINUTES:
Motion by Jenuwine, supported by Courtney, to approve the 1 August 2007 Regular Minutes.
Discussion: Trustee Jenuwine referred to page 3, Item #6 Website. Discussed a “lighted” sign on the front lawn of the Township, remove the word “neon”.

TREASURER’S REPORT:
Motion by Trustee Terhune to accept the Financial Report through July 31, 2007 as presented by the Treasurer Dian Courtney. Supported by Trustee Jenuwine. Vote on the motion: Ayes: All. Nays: None. Absent: None.

APPROVAL OF CHECKS WRITTEN:
Motion by Trustee Terhune to accept the accounts payable: Payroll checks in the amount of $18,402.90 and the Accounts Receivable checks in the amount of $4,769.74. Supported by Trustee Jenuwine. Roll Call Vote: Ayes: Trustee Terhune, Trustee Jenuwine, Treasurer Courtney, Supervisor Raymond. Nays: None. Absent: None.

1. Opening of Proposals for the Engineering
Standards Ordinance:
Supervisor Thomas Raymond
opened the five (5) proposals received.

Motion by Supervisor Raymond to accept the proposals for the Engineering Standards Ordinance and place them on file and forward them to the Planning Commission for their review and recommendation to the Board. Supported by Trustee Terhune. Vote on the motion: Ayes: All. Nays: None. Absent: None.

2. Supervisor’s
Update re: Fire Protection for
Marine City Fire Department contract would be an increase of 3-1/2% with the per run cost remaining the same. They want us to enter into an agreement. We will be looking at a Fire Authority to cover the current Marine City Fire District and encompass a larger area.

3. DPW Supervisor Don Chopp Request to Attend 2007 Municipal Safety Day 9-27-07:
Motion by Trustee Terhune to allow DPW Supervisor Don Chopp and Jonathon Chopp to attend the 2007 Municipal Safety Day on September 27, 2007. Supported by Trustee Jenuwine. Vote on the motion: Ayes: All. Nays: None. Absent: None.

4. BS & A and MTA Report by Treasurer Dian Courtney:
Treasurer Courtney stated BS&A Software was purchased 9/12/05 for accounts payable, assessing, tax, etc. BS&A recommend that we connect all the software and link together. Requesting permission to find out how much it will cost for the training.
Next Agenda will have the BS&A Software Training as an item.
5. Hi-Tech Contract Renewal:
Trustee Jenuwine concerned if Township Attorney reviewed the contract.
Motion by Trustee Terhune to sign the Hi-Tech renewal maintenance contract, effective 8/15/007 to 8/14/08 for the cost of $3,200.00 contingent upon the wording being reviewed by Township Attorney John McNamee. Ayes: All. Nays: None. Absent: None.

6. Letter from Marine
City Police Department: Supervisor
Raymond read the letter from Marine City Police Chief Ronald Krueger re: as of
September 1, 2007 the Marine City Police Department will no longer respond to
calls in
Motion by Supervisor Raymond to accept the August 1, 2007 letter from the Marine City Police Department re: Police Services and place it on file. Supported by Trustee Terhune. Vote on the motion: Ayes: All. Nays: None. Absent: None.

7. 2008 Local Road Funding Assistance Program: Supervisor Raymond asked citizens what road areas in the Township need improvements: Marsh Road (Broadbridge Road to Shea Road), Starville to Marsh Road is in poor condition, Mayer to Starville Road, all of Broadbridge Road, like to see more attention to grading especially after rain/snow.
Supervisor Raymond to talk to St. Clair County Road Commission Managing Director Kirk Weston regarding the request for financial assistance.
8. Clerk’s Position:
General Election will be held on Tuesday, November 6, 2007: The St. Clair County Democratic candidate for the Cottrellville Clerk’s position is Lori Russelburge and Republican will be Mary Agnes Simons.
Supervisor Raymond stated the statutory duties of the Clerk.
Trustee Jenuwine: Stated several issues of concern regarding the Republican candidate for the Clerk’s position.

9. Dehumidifiers for Pump Stations: DPW Supervisor Don Chopp stated the five (5) dehumidifiers were purchased in 1972, have maintenance problems; stressed the importance of the proper function.
Motion by Trustee Terhune to approve the purchase of five (5) dehumidifiers at a cost of $165.00 each. Supported by Treasurer Courtney. Roll Call Vote: Ayes: Trustee Jenuwine, Trustee Terhune, Treasurer Courtney, Supervisor Raymond. Nays: None. Absent: None.

10. Seal Black Top on
Bike Path and
Motion by Treasurer Courtney to approve the cost of $975.00 to seal coat with the latex sealer the bike path and the cost of $564.00 to seal coat with latex sealer the basketball court by Astec Asphalt, Inc. Supported by Trustee Jenuwine. Roll Call Vote: Ayes: Trustee Jenuwine, Trustee Terhune, Treasurer Courtney, Supervisor Raymond. Nays: None. Absent: None.

11. MTA Workshops re: Joint Service Agreement Classes:
Motion by Trustee Terhune to recommend Supervisor Thomas Raymond attend the MTA Workshops on Township Board/Fire Department Relations & Keep Your Fire Department from Getting Burned on October 16 in Gaylord. Roll Call Vote: Ayes: Trustee Jenuwine, Trustee Terhune, Treasurer Courtney, Supervisor Raymond. Nays: None. Absent: None.
MOTION CARRIED.
12. Audit Draft: F.Y.I. document. Discussion regarding difficulty in understanding the report. Cost estimate to have the auditor come here and explain the document. Supervisor Raymond will look into the auditor meeting with the Board or meet in the Office.

13. Web Site: Supervisor Raymond updated the Board of a recent meeting with Hi-Tech to make our Township Web Site more “user friendly”.
14. Vote on the Appointment to the Planning Commission:
Motion by Supervisor Raymond to approve the appointment of Christopher Marko to serve on the Planning Commission Board. Ayes: All. Nays: None. Absent: None.

15. Township Hall Marquee: Trustee Terhune presented a spec sheet on a board. Consensus of the Board like to view more modern technology. Prices on next month’s agenda.

Annual MTA Educational Conference & Expo will be held January 8 – 11, 2008
at the
Motion by Trustee Terhune to have the Acting Clerk Dawn Brown begin the process of making the room reservations for the Township Board members, Planning Commission and ZBA representative wanting to attend the Annual MTA Educational Conference from January 8 thru 11, 2008 at the Detroit Marriott Renaissance Center. Roll Call Vote: Ayes: Jenuwine, Terhune, Courtney, Raymond. Nays: None. Absent: None.
