PARKS & RECREATION COMMITTEE MEETING
MINUTES OF THE REGULAR MEETING SCHEDULED FOR
August 14th, 2006 at 7:00 p.m.
Regularly scheduled meeting called to order at 7:02 p.m.
by Chairwoman Michelle Davis and attendance taken.
Members Present: Chairwoman Michelle Davis, E. Sue Terhune,
Mary Agnes Simons.
Stefano Casadei, Vicki Perreman, William Shreeve.
Members Excused: None.
Audience Present: Supervisor William Zweng, Clerk Violet
Pfaff.
1. MINUTES:
Minutes for July 10th were passed out for review.
Clerk Pfaff anounced that Minutes prepared the way Simons
has done them in the past will no longer be
accepted. She only wants a "Synopsis for the Website."
ACTION: It was moved by Terhune,seconded by Shreeve to
accept the minutes of July
10th, as recorded and place them on file, until a Synopsis
can be done. All Ayes.
Motion Carried.
Simons was given a "sample" to follow to re-do
July's minutes. Clerk Pfaff also instructed that during
the
"Public Comments" section and the "Round
Table" section of the agenda, that it only lists the
starting time
and the closing time, and none of the actual discussion
of who said what.
2. PUBLIC COMMENTS:
Opened at 7:24 p.m.
Supervisor Zweng thanked Chairwoman Davis and the committee
for the good job with the Annual Picnic.
He also verified that new member Perreman has a copy of
the Parks & Recreation Master Plan, advising
that this too would need to be updated a few pages at a
time. Calendar for 2007 Events for P & R
discussed. Public Comments closed at 7:28 p.m.
3. FINANCIAL REPORT:
Discussion of the Weston Transport Invoice for $5,187.50,
invoice #1109, dated June 6th which
was actually a statement. Township doesn't pay statements,
only invoices.
ACTION: Moved by Shreeve, seconded by Casadei to pay Weston
Transport for the trucking
of the gravel.
Roll Call Vote because of the request to spend money.

Motion Carried.
Bernie Pelc won the 50/50 raffle at the picnic and donated
it back to Parks & Recreation. Dr.
D.H. Konya donated $50 to the picnic, plus $60 in other
donations.
ACTION: Moved by Perreman, seconded by Davis to accept
the Financial Report as presented and
place on file. All Ayes. Motion Carried.
ACTION: Moved by Perreman, seconded by Terhune to donate
$150 to the Marine City Fire
Department for their help at the picnic. All Ayes. Motion
Carried.
Michelle Davis presented the invoices for the cost of the
picnic and other bills for the month.
ACTION: Moved by Shreeve, seconded by Simons to request
the township board approved
payment of the invoices presented in the amount of $7,663.01.
Roll Call Vote because of the request to spend money.

Motion Carried.
Sue Terhune turned in a letter of resignation as treasurer
of the Parks & Recreation.
ACTION: Moved by Simons, seconded by Davis accept the resignation
of Terhune as
Treasurer of Parks & Rec Committee. All Ayes. Motion
Carried.
ACTION: Motion by Terhune to nominate Vickie Perreman as
Treasurer, supported by
Simons. All Ayes. Motion Carried.
With no further discussion or nominations from the floor,
Perreman was
accepted as Treasurer.
The Budget will be tabled for the last half of the year
until next meeting.
4. BALL FIELD UPDATES:
Terhune advised that Don Warczyniak from the Little League,
in Marine City
would like to donate the Break-Away Bases. Terhune will
set up a meeting
with Kaufman and Warczyniak to discuss ball field.
Terhune volunteered to write grant for Phase II of the
ball field and come up
with the costs for the next phase.
Terhune will go through the budget for Phase II and attempt
to get the base
ball fencing included with the basketball fencing, along
with the walking path.

Terhune wants "money making" projects on the
next agenda.
Perreman passed out copies for Parks & Rec Expenses
& Events for review.
5. PARK RESERVATION PROCEDURES:
A "Reservation" sign was prepared by Michelle
Davis, to be signed by the
Supervisor, or Clerk, and then hung on the Pavilion the
date of the reservation
to prevent "squatter's" from using the picnic
area that date.
ACTION: Moved by Perreman, supported by Simons to approve
keeping
one-half of the deposit as a donation to the Park. After
a short
discussion, No Action was taken.
It was decided that we would continue to work on resolutions
for making
money for P & R.
Terhune will check with East China on Park Fees and requested
that
Fund Raising be placed on the next agenda. She will also
check on
Ira Twp and China Twp fees.
6. SPLIT RAIL FENCING:
ACTION: Moved by Casadei, supported by Perreman to request
the Township
Board to request the Community Workers to help us install
a split
rail fence at the entrance of the Park, with a not to exceed
price of
$250 for materials.
Roll Call Vote because of the request to spend money.

7. CALENDAR EVENTS FOR HALLOWEEN 2006 & EVENTS FOR
2007:
Halloween for 2006 -- Sunday, October 22nd, 2006 11:00
a.m. to 1:00 p.m.
2007 Easter Event -- Sunday, April 1st, 2007 Noon to 1:00
p.m.
2007 Annual Picnic -- Sunday, September 9th, 2007 Noon
to 3:00 p.m.
2007 Halloween Event -- Sunday, October 21st, 2007, 11:00
a.m. to 1:00 p.m.
These can be advertised in the Township Newsletter.

8. SWING REPLACEMENT:
ACTION: Moved by Shreeve, seconded by Casadei to purchase
a new "infant" type
swing to replace the swing on the end of the swing set.

9. ROUND TABLE DISCUSSION:
It was suggested that anyone who wanted to know about the
split rail fencing area,
could report to the Park Entrance after the meeting.
